The ITIL Refresh was the years-long development process for creating ITIL v3, published in May 2007. The objective was to keep ITIL 'fit for purpose' in terms of being a leading ITSM framework.
The exercise commenced in December 2005, with new publications to be provided in a number of 'tranches'.
It was anticipated that most of the ITIL v2 content would remain, but re-positioned and built upon, and there would also be a translation strategy and process as part of the exercise.
